It's unclear from the census records exactly who his parents are. The 1861 Census suggests that he is the son of Thomas Cowburn and Elizabeth Wilcock, but every census after that suggests that he is the son of Thomas's son John Cowburn. As Elizabeth would've been in her fifties when Henry was born, it seems unlikely that she is the mother - but it also seems unlikely that the mother would be John's wife Elizabeth Hodkinson, as Henry was born several years before they were married.

There are some potentially-matching birth records, but without knowing any further details about the parents, it would be tricky to determine which one is correct.
